Established as part of the Government of Canada’s National Food Security Strategy, Agri-food Project Finance is a new FCC lending capability to support promising processing and manufacturing projects.
The strength and security of Canada’s food system depends on more than what we grow. It also relies on the ability to process, manufacture and distribute food. Value-added agri-food projects can play an important role in strengthening domestic capacity and improving supply chain resilience. Many of these projects, however, are too complex or capital intensive for conventional lending.
What is Project Finance?
Project Finance is a specialized type of financing for capital intensive infrastructure. It is best suited for construction of new physical assets in a dedicated legal entity with high-certainty cash flows and supporting contracts. Learn how Project Finance works and when it may be the right fit.
Is your project a fit?
Agri-food Project Finance is intended for value-added processing and manufacturing projects in the Canadian food industry.
Target projects are expected to have a total capital cost of between $25 million and $500 million (or more). FCC would generally expect to provide between $10 million and $250 million per project, and would not be the sole capital provider. FCC will prioritize projects that have secured – or demonstrate a credible path to securing – private sector debt and equity financing.
Agri-food Project Finance is intended for projects physically located in Canada.

Value-added agri-food supply chain and logistics projects
Out of scope
Activities that are not value-added agri-food processing and manufacturing, including primary agricultural production
AgriEnergy projects, such as biofuels, renewable natural gas and waste-to-energy
Infrastructure or capital projects not directly tied to value-added agri-food processing & manufacturing

Call for Expression of Interest
Have a project to share?
Submitting an Expression of Interest (EOI) is the first step. The Expression of Interest process is intended to identify and assess potential Project Finance opportunities and does not constitute a financing commitment. EOI submissions will be accepted from September 14 to November 13, 2026, 5 p.m.
Completing and submitting an EOI for FCC Agri-food Project Finance initiates the intake and review process. Submissions will be assessed for project eligibility, readiness, quality and industry impact to determine whether FCC will advance a project for further review and due diligence.
To be considered, projects must align with FCC’s Agri-food Project Finance mandate.
In keeping with the Government of Canada’s National Food Security Strategy, FCC is focused on value-added, capital-intensive projects that have the potential to strengthen the Canadian agri-food industry. The objective is to process more food domestically, make Canada more self-sufficient and drive economic growth.
Carefully review program details before submitting. Responses should be accurate to the best of your knowledge. Estimates are acceptable where detailed information is not yet available.

Before you begin, confirm your project is aligned with FCC Agri-food Project Finance criteria.
Then, you’ll need to prepare the following supporting documents:
A summary financial model and forecast (Excel preferred)
A project presentation or overview (PDF format preferred, 10 pages maximum)

Once you’ve prepared your supporting documents, complete your EOI form by using the link below. Estimated completion time will vary, but we anticipate the form will take at least 45 minutes to complete. At the end of the form, you’ll be prompted to upload your two supporting documents.

What to expect next
FCC will review all projects and respond to proponents within 30-45 days after the submission window closes.
Following review, FCC may:
Request more information
Decline the opportunity
Redirect it to other, applicable FCC lines of business
FCC may engage proponents who submitted an EOI prior to the deadline to clarify or provide immediate feedback.
This is not a one-time call for projects. FCC will consider future project opportunities after the call and evaluation period. Additional details will be shared at a later date.
