Kelly joined the Ministry of Agriculture in 2020 has the Range Management Extension Specialist in Weyburn. He provides forage and rangeland support to producers such as completing rangeland health assessments and weed management plans. He has over 10 years of experience as an Agrologist in the agricultural and oil and gas sector, mainly focusing on reclamation, remediation, and vegetation and wildlife assessments. Kelly received a degree in Environmental and Conservation Sciences from the University of Alberta and also has two diplomas in environmental sciences from the Lethbridge College
